4.2.1.3. Waste management

GRI 3-3, 306-1, 306-2

The Company develops responsible and safe handling of waste, reduces the volume of its generation and increases the share of recycling. Waste disposal is regarded as an important mechanism of the implementation of the principles of circular economy and the achievement of the UN SDGs.

А The Company’s main production activity is related to the use of telecommunications and IT equipment, which also includes consumables such as cable products, accumulator batteries and other consumables. In the process of operation, servicing and modernization of network and computing infrastructure, administrative and technical facilities, production and consumer waste is generated. The main products of operational activities include electronic waste (decommissioned equipment, dismantled cables and similar waste), as well as office and household waste, part of which may contain hazardous components. А

А Electronic waste may be generated in the Company’s own activities, and also at the upstream stage of the value creation chain in the production and supply of equipment and consumables and at the downstream stage upon further processing or disposal of waste by specialised organizations. Such waste may lead to potential environmental pollution, impact on the health of employees and the population, as well as the loss of materials suitable for reuse or recycling. А

А At the Company, an approved procedure “Management of production and consumption waste” is in effect, which regulates the process of collection, temporary storage, removal and disposal of waste, and also the monitoring of its generation in accordance with the legislation of the Republic of Kazakhstan in the area of environmental protection. A Within the framework of this procedure, waste is transferred to licensed organizations for processing. А Such an approach makes it possible to transfer waste to specialised operators and to retain control over its further processing.

А Annually, the Company concludes a contract with organizations on the sale and disposal of the following types of waste of the Company:

  • electronic and electrical equipment (climate equipment, household electrical appliances, electricity metering devices, backup power sources (DGS, DGA, mini-power stations), uninterruptible power sources, EPU equipment, transformer substations, power tools, etc.);
  • chemical current sources (accumulator batteries of various types);
  • mercury-containing waste (fluorescent lamps);
  • used oils (used oils from DGAs, vehicles, transformer substations, etc.);
  • paper waste (paper);
  • packaging (all types of packaging material). А

Handling of decommissioned telecommunications equipment

Decommissioned telecommunications means (client digital equipment (STB set-top boxes, CDMA terminals, modems, routers, multimeters, modules, control boards, terminals and other equipment) and office equipment) the Company sends for sale to third-party organizations, which conduct an auction for their sale. In the case of proper condition, decommissioned telecommunications equipment is used as spare parts on the basis of the Organizational Standard “Rules of dismantling and disposal of decommissioned telecommunications means”, approved by the Company’s Order. A part of the decommissioned equipment (incl. cable communication lines using copper cable, cable scrap) the Company transfers to specialised organizations for the storage and disposal of non-ferrous and ferrous metals.

Programme of management of production and consumption waste

А In 2025, the Programme of management of production and consumption waste of Kazakhtelecom JSC for 2025–2032 was developed and approved, which is aimed at the achievement of goals related to the reduction of the environmental load, the minimisation of risks for public health and the ensuring of integration into global ESG practices. It is also aimed at the transition to circular economy within the framework of the ESG Strategy, assuming the involvement of secondary resources in the economic turnover, the reduction of waste burial and the creation of a Zero Waste system. А However, in the process of the implementation of these goals, the Company faces a number of risks:

  • The high share of hazardous waste in the telecommunications industry, such as electronic and electrotechnical equipment, accumulators, mercury-containing lamps, oils, causes the risk of pollution of ecosystems;
  • The growth of electronic waste causes the necessity of the development of special methods of processing and disposal.

Within the framework of the Programme, goals on the generation and transfer for processing of electronic waste (e-waste) have been established, for which target and intermediate quantitative indicators until 2032 have been set:

Increase of the share of processed electronic waste, %;

Increase of the number of units of equipment transferred for reuse;

Reduction of the storage period of decommissioned equipment until transfer, months.

At the same time, the Programme establishes goals for the processing of accumulator batteries, the disposal or processing of cables and office waste, as well as their separate collection.

Measures aimed at the implementation of the goals of the programme:

Minimisation of waste generation at the source — the Optimization of business processes, the transition to a “paperless office”, the use of energy-efficient technologies;

Reuse of equipment — the development of refurbished and reuse practice for telecommunications equipment;

Development of recycling infrastructure — cooperation with companies introducing leading technologies of secondary processing (for example, the chemical extraction of metals from e-waste);

Investments in R&D (scientific research and experimental design works) — research into the possibilities of the introduction of closed material cycles and waste-free technologies.
